what gauge is the wire?

Seller is misinformed or lying - it's nowhere near 20 gauge. Maybe 24 or 26.

Will this work with the ws2812b 5mm width led strips?

How do you connect jst sm 3 pin connectors to the arduino uno board and power the led's?

These connectors are for the WS2812B or neopixels, they are individually addressable so if they are in a strip you can control the color and intensity of each led. They have a positive, negative and a data connection. For more detailed information go to adafruit.com, they have wiring diagrams and sample code.
