On a scale of (1) ikea to pottery barn (10), what would you rate the quality? not saying anything bad about ikea, just a reference.

Better than IKEA. I love mine! Very easy to assemble if you know how to follow directions!

What are the dimensions of the top shelf; is the top shelf large enough to place a potted plant on a medium sized planter (roughly 10" in diameter)??

The shelves are 23.6'' wide. The depths are 13.7'', 12.6'', 11.4'', and 10.2'' respectively from the bottom to the top. So the top shelf has no problem to hold a medium sized planter.

Would this be strong enough to support my 5 gallon betta fish tank?

The kit that will allow the shelf to be attached to the wall is included. If this kit is used properly then the shelf would be stable enough for a five gallon fish tank. The build itself is more than capable of holding it. However, it would be a bit wobbly without attaching it to a wall..
