I had a apex hid lighting ballast, & i lost power on one of the ballast, i then ordered the xentec bulbs and ballast kit but it isn’t working?

Check your headlight fuses. Some cars or vehicals have one fuse for each side.

ive only had my ballast 2 weeks and one of them quit bc it got wet.. thought this was waterproof. can i get a replacement free of charge?

Will this item fit my 2016 Chevy Silverado 1500 zlt71?

They should work as long as you get the correct build to fit your headlights. I installed this on my motorcycle and they work fine

Do these work for low and high beam?

I'm not sure if I am answering what you are actually asking. I have two vehicles using these ballasts. One has a two light system and uses hi-lo HID bulbs controlled by a relay that changes the position of the bulb in relation to the reflector to give a high beam and a low beam. This system works reasonably well. The other vehicle has a four light system and I use this on the low beams only. I could set up the high beams with HID bulbs but, due to the warm up time of the HID, I feel it is not a good idea.
