I don't know. They are bigger than they look (meaning, length from bird's neck to bottom of cone). If it fits an Eclectus, then it's probably a bit too big for a conure?

I wouldn't recommend product for any bird, unless they are constantly monitored. Cockatoos are biters, I have 3, large umbrella. When plastic splinters after bitting, they can get scraped and cut. Try something softer, like custom fabric ring / cape design with elastic and if using velcro use padding around edges so they don't get cuts Chamomile tea help too. take a couple months but it works.

What size will be good for budgie?

I bought this 4" collar for my Amazon Parrot and it was too small so, I think it would probably be the right size for a Budgie

What do the first measurements on each collar mean? The smallest one, 1.25"-2" is only said to fit a bird with neck diam .06-.09-less than 1"- so??

The measurement given is the radius of the plastic. That is important to know because my Goffin is able to reach around a collar under 2 inches in radius. You must, of course, know the size of your bird's neck, too. Good luck!
