How much weight can it support?

The top of the organizer is secured with a nylon snap lock, that’s probably the weak link. I’m guessing that it could sustain a force of 150-200lbs or more.

Would this also work on the front of a car seat?

It "could." The bottom of the organizer has hooks attached to bungies. As long as you have somewhere on front seat to secure the hooks on the bottom, it should work. The top connection would still just go around the vertical supports of the headrest. You could attach additional bungies to the bottom hooks to connect them to the sides of back of your seat if they don't reach an attachment point on the front.

Question on the largest pouch at the bottom. Does it expand outward and will it accommodate an A5 planner binder?

It does not expand outward. The larger bottom pouch measures roughly 13” wide by 9.5” deep. You could fit a book that measures roughly 8.5” x 11” and maybe 1/2”-1” thick. I hope this helps.
