Can this card handle 4 inputs and 4 loop outs from those inputs simultaneously?

That is actually the default configuration. In order to do 8 inputs or 8 outputs, I use mine for 8 simultaneous inputs at 1080p60, you have to modify the default configuration of the card. I have not played with generating an output source from my pc but I know loopback works and I believe is also able to up/down scale the loop as needed.

What size cable do I need to plug into what looks to be smaller inputs?

Look for item #B00IGPJ5CA on Amazon to convert SDI to Mini DIN to connect with card, need one cable for each source you want to connect. Only way to fit that many inputs into card was to use the smaller connectors.

Hi, can i record multiple hd 1080 streams with this card?

This card can handle 8 SDI inputs or 8 SDI outputs in any combination. It can accept 8 video inputs at the same time and record them all, just as it can send 8 video outputs simultaneously.

Can this card output 4 SDI with alpha?

Not sure. Look at the black magic software that controls it. Propre may see it as an Sdi output compatible with the alpha module. Propre 7 it may but not sure if it allows for multiples.
