Is this all stainless steel including rhe brackwt and hardware?

Just one handle? ...or two? Also, does it come with mounting hardware/fasteners?

The bar that holds the spring is a full 1 inch longer than the actual bracket, so how do the compression caps fit? Looks like I have to cut the bar?
