Is this compatible with an acer chromebook? And is the picture quality clear?

Hi, as long as you have a USB A port it will work. Yes the picture will be clear if you want something higher spec you should look at the Logi 925e but they are more expensive.

The image shows a usb a cable at one end, but is the end that plugs into the the camera usb-c or micro-usb?

The cable seems to exit the camera without the use of a plug and socket arrangement. It is presumably wired directly.

Not working and no light on the front of it

Did you plug it in to an active usb port on your computer? If so, did the computer recognise the device and install the drivers? If so, try restarting your computer and see if that fixes it? If not, do you have another computer you can try it with? If it doesn’t work on any computer, it’s possibly a faulty device.
