Q: Do the blades lock in place?

No, the blades don't lock in place. The only multi tool I've seen where the blade does lock in place is the DeWalt MT16.

Q: How do i close the knife?

The various tools, including the knife blade pivot in and out of a handle, like any folding knife. In the fully closed transport mode, the handles are closed over the plier head. To use the pliers, you pivot the handles open. With the handles opens you can also select one of the other tools, using a fingernail to select a tool and pivot it out of the handle. You then use that tool or knive blade with one or both handles closed over the pliers. When done, the knife blade easily folds back into the handle, and the handles easily fold over the piler jaws. One important note: the knife blade and other tools do not lock open, so improper use could cause them to fold close unexpectedly.
