I can’t use pedals. Does this stick ‘twist’ to operate the rudder ?

The base to which you can attach this yoke model, the Hotas Warthog Magnetic base, doesn't have a yaw axis. It has only an X and Y axis.

Can you map the rudder to one of the hats? ...or do you have to use pedals??

First of all this add-on stick cannot be used as a standalone device. To be able to operate it you will also need the Thrustmaster Magnetic base.
The device can only be used with PC platforms running a Windows distribution.

Can this replace a broken "a-10" grip that comes with the complete hotas box-set. specifically does it come with the two-stage trigger

The F-16C Viper HOTAS Add-On Grip is to be used with the HOTAS Magnetic Base. This base allows for the use of either a F-16C VIPER HOTAS Add-On (the one that comes with the complete HOTAS Warthog pack) or the T/A-18C Hornet HOTAS Add-On Grip.
The F-16C Viper HOTAS Add-On Grip features a two-stage triggers.
