Can you wear this makeup over foundation?

Yes. I wear this both over my foundation and sometimes on it's own for a nice glow of color.

How do you apply as a lipstick?

I just stay within the outline of my lips, I love this as lipstick. I apply a touch of bronze-gold lip gloss afterwards. It’s my favorite look, goes great with my blonde hair/blue eyes and skin tone.

How do I pick the best color for me? I have light to medium cool skin tone. Silver hair, blue eyes

This is always the trick when buying online! That said, there was a video online of woman with coloring you describe and she used the color At Last. It was that video that inspired me to purchase this line. I have the Super Serum, both the Multi-Stick and highlighting stick as well as the lip mask. It's been a long time since I've found a brand I like as much as I like ILIA. Also, I wanted to get a shade darker in the Super Serum with summer coming and that wasn't straight forward. I went from Diaz 7 to Paloma 9, but wouldn't have guessed correctly from the online colors—I found the line at Sephora and tried various colors there.
