Mine is not marked. I would be surprised if they are not made in China. This tool is very small and light. I carry it in my bike shorts for emergency repairs while biking. I doubt that one would want it except for emergencies because it is so small.

are the wire cutters wide enough for flex cuffs?

I haven't used flex cuffs but I'm assuming they're similar to both hand cuffs and the single cuff I use to lock my bike. I would think that it would not be wide enough, but you might try to call Amazon's customer service to make sure.
