Q: Is this safe to vent a portable ac? ac's can get really hot.

I've never owned a portable AC. If there is a 4" circle shaped vent hole on the portable AC, it should tolerate the heat. Stationary ACs condensate water, there is no vent hole.

Q: anyone use this for garage auto exhaust tube?

I am currently using this to exhaust the air in my wood shop

Q: Is this suitable for marine use?

No paperwork came with it indicating whether it is USCG compliant (if there is such a requirement). If you want to use it as a duct for a bilge blower, I would say go ahead and use it. If you are concerned about fire retardancy, I suggest you contact the seller first.
