Just arrived, mine says only can be used on the water surface. Does this mean no to scuba diving undrrswater?

Is there a clip system to easily attach and remove it from the mask strap?

Hello Thanks for your question. This snorkel does come with a snorkel keeper. It has a clip design that can slide the mask strap in and out for easy removal but will keep the strap secure when diving or snorkeling. If you have any other questions, please let us know. Bethany S. HouseofScuba

How do I attach snorkel to mask. Not in instructions. Ready to return snorkel due to this issue

You actually attach it to the mask's strap. Note you also may mount it on your preferred side. For me it works well, clears water easy, keep "dry" while snorkeling.
