Yes, it folds down completely and I'm sure it can be mounted to cinder block as other stuff is... I just don't know the procedure for that.

The two people that are going to hang clothes are 5.5 and 6.2. What's the best height to mount this at?

Hill's recommends mounting the unit 2 inches above the intended user's height. So in this case I would recommend 6'4" so long as the shorter person has no shoulder issues that would limit the range of motion while hanging the laundry.

What are the lines made of? Where do you purchase replacement line. What is the cost of the line?

The lines are made of poly coated nylon cord. Replacement line is available through Breeze Dryer's Website.

I live in a place with snow. Will this hold up over the winter months without losing the powdercoating and eventually rusting?

I live near the Gulf of Mexico with lots of salt air. Many other things rust but not this baby. I used stainless steel screws on mount on the garage wall.
