Be sure to wear a dust mask around using this stuff. It quickly aerosols when scooping it out, but not overly so, like a powder that seems to evaporate into the air vs staying on the spoon. One can scoop it out without issue. As to mixing it with resin I had varying results. The goal was to reduce how brittle epoxy resin is. I think it achieved this, with one or two plastic spoons worth in measure. This would also depend on how much resin its being put into. Stir until it has a kind of foamy creamy texturing, having premixed the resin beforehand. In cold casting into a silicon mold, I noticed that it tended to sink to the very bottom and create some small air pockets in the final casting. Using less of this powder reduced the issue but also left the resin more brittle. Using a lot of this powder may lead to a semi flexible casting. Elsewise I guess it works as intended. It also adds a white color to the mixture.I didn't experience a dust cloud when opening the initial foil seal, or afterwards. Just use care to open the lid slowly, and maybe wear some eye protection.

Good Stuff
I have been using micro balloons in my hobby of building and flying RC model airplanes for over 50 years. Mix the resin and hardener together first and then add the micro balloons a little bit at a time until you get the desired consistency. Mixing them with epoxy will give a stronger bond but is nearly impossible to sand. Mixing them with finishing resin makes for lighter weight and easy sanding for filling in dings and hangar rash in foamies, fillets and damage repair.

Sands Beautifully
I am using this to restore wooden trim on the outside of a craftsman house. I cut into the the voids left from rot and termite damagem, let them dry, and fill them with epoxy and saw dust. This glass bead filler I use for the final layer. It works easily, tends not to leave bubbles, and when hard, it cuts fast with a 180 grit disk. This leaves a smooth surface ready for paint. Highly recommended for this application.
