Can this be applied on any type of wheel and coated wheels?

I am not sure if it can be applied to all wheel types. I used it on chrome wheels. It not do any better than other wheel sprays I have used. It wasa toxic odor that I couldn't hardly tolerate. I would not use or purchase agin.

Can this be used on matte black powder coated wheels?

I don't know if you can use it on your wheels but it did not work any better than Napa wheel cleaners. I still had to scrub and scrub just to get the chrome wheels presentable. It has a very harsh odor like ammonia.

Is one bottle enough for all 4 tires? Would there be a any left over?

There will be some leftover. Maybe 1/4-1/3 of a bottle depending on how big the tires are..... This stuff works great!!

can i used on my gloss black wheels?

It's not meant for that. It's meant to clean out your rims.
