What is the difference between the 29. One and the 43.95 the strength of the metal?

The one for $43.99 says stainless steel whereas the one for $29 does not.

Is all hardware included?

Yes everything you need to mount is included.

Does this work with any kind of lead rope? cotton? nylon?

In my opinion, it would be best used with a nylon lead with no knotted end so that if you have a horse that panics, it can pull away clean and not get caught which would only cause a whole lot more issues until something breaks. The twisted cotton would not allow the rope to slide through if the horse pulls, but that is my opinion and I haven't tried one with it.
