Can I use this for dock lines and anchor lines on my pontoon boat

I would say on doc lines yes, however you would have to hook it back on the dock line. As to anchorlines I would not trust as it could be triped by anything and unhooked.

Will sand get stuck in this making it useless? Is it good for the beach?

What is your use? Is strong and solid. I use on dinghy painter and it is sometimes in sand.

Would this be good for cable attachments at a gym?

As long as it is very light cable 1/16 diameter or less I have no idea the tinsel strength of the clip they are pretty stout clips .

What's the load rating?

working load limit depends on the actual product material & size. Normally a 3-1/4 snap hook is 5/16 diameter not 1/4" diameter as stated. Grainger has 5/16 x 3-1/8 316 SS snap hooks rated at 500 lbs working load limit (WLL) and 1/4 dia x 2-3/8 WLL of 280 lbs
