Does it have a break function where all of the lights stay on without sequencing?

They sequence once and stay solid while your brakes stay engaged. You can wire the brake wire direct to avoid the function during braking.

Do I need one kit for complete vehicle or do I need 2 for one vehicle

I haven't done anything, with this kit, yet. I purchased it, for experimentation use only.There are a few 2013-2016 vehicles, that have LED tail lights, but, not, sequentially operated. If possible, find the directions "Before" purchasing! The instructions/directions should state, if their for one or more LED lights.

I want to use this on a 2015 Sierra with a flat bed that has 3 lights per side. Will it work? Also it says can’t be used if you have cruise control?

This product will work as long as the lights are grounded by the wires and not by the housing. I used plastic light holders so they were insulated from the metal housing. As far as the cruise control I don’t know, I don’t have cruise in my car.

When I hit the brakes, will all the lights come on at once and then sequence only when I use turn signals?

That is correct if you connect all three lights to work as running lights, brakes and turning signal. However, you can play around with different options if you use LED strips or rings. Then, you can have outer rings and inner rings and assign different functions to them...
