Do you need to take down the film and put up new stuff every season?

You don't have to, unless you want to be able to open your windows for ventilation. The film will last for years, but the double sided tape may not hold for more than a season. Never tried leaving it up all year.

Can you use this indoors?

I have not used this indoors, and I would not because the tape might be to strong for the indoor paint or wood work.
