Are both games on cart, or will we have to download one of them?

FFX comes on the game card. FFX-2 comes as a code. FFX-2 doesn't function as a separate title on the Switch home screen either. You still launch FFX and from the main menu launch FFX-2. That means FFX-2 acts more like DLC and the main cartridge needs to be inserted in order to play it.

There is a good chance Final Fantasy X will release on a card and Final Fantasy X-2 will release via a digital code due to size concerns, so plan accordingly. However, nothing has been officially revealed on that yet. Game comes out April 2019.

Will it have the option of Japanese Audio.

If the Switch’s default language is set to Japanese, the game will be in Japanese.

Will you be allowed to transfer your ps3/4 file over to the switch?

Not likely with the way the Switch protects its save data. You have no access to it and I doubt the game's developers are given any control over how it's sent (though it's possible if it's all done via internet transfers). There is no real need for it. The game has no New Game + modes. The only data you would keep between new saves is Al Bhed translations and that's non-essential anyway.
