Does the non-burner side shelf fold? If so, what is the overall width of the grill with that shelf folded?

The shelf on the right side of the unit does fold down. The burner on the left side does not.

will this thing float if my kid rolls it into the pool?

The bigger question should be “Will the kid like being put in ‘time out’ until he is 21 for rolling it into the pool?”
