Yes, but you need to set the current limiting and voltage limit correctly for your battery. You also need to make sure that your solar panel can put out around 35 watts in order to get the 28 watts out that you need to charge your battery. I would suggest at least a 50 watt panel, 75 watts would be better, because solar panel output is rated for high noon at the equator :) The converter is good for around 10 amps so that should not be an issue, in fact you could charge multiple batteries with a sufficiently large panel.

Q: Will this work with lithium-polymer batteries?

Yes. As long as your batteries are protected by a BMS so batteries will not be over charged or undercharged. This charger is has a fairly small output so the charge may be slow even though this is an MPPT controller.
