Is this product good for beginners ?

I would say so. The different shades are really nice because you can go from a subtle look, to a dramatic look. I have found however, that these are hard to blend, but I've done different techniques recently and found that it worked fine. This a spectacular product for beginners, and I would recommend it.

Is it good as a concealer?

It is a contour hightlight palette so I'm not quite sure what you mean by is it good as a concealer they are powder not a liquid consistency. The three highlighters are great for brightening up the under eye area but no they do not conceal anything on there own.
