Why my system couldn't pull a full vacuum?

It is likely that the connectors are not tightened. Please tighten all connectors so that the system is in a sealed condition.

Will a larger CFM pump make sense?

In most cases NO. If you put a pump on a air conditioning system and you notice within 2 minutes the pump quiets down and you cannot really feel any air leaving the exhaust. This means that there is no more CFM left in the system.
