can i use this under my makeup?

Can i apply this on my lips?

I've been using this product for almost two decades, and I apply it on my lips too. So this can be surely done. But as it isn't designed specifically for lips, its texture won't allow it to stay on the lips very long (this cream isn't as thick as lip balm). I've been using E-Crème all these years for all parts of my skin, from head to toe and including lips -- but it hasn't been designed for lips.

What makes this have a prop 65 warning?

Prop 65 is a law for California that requires a manufacturer place a warning on any product that could’ve come into contact with even minuscule amounts of lead. In most cases the product would have to be eaten to have an effect. You can call the manufacturer for more info but it’s honestly not an issue. I worked for a lighting manufacturer and we had to put this warning on some fixtures bc the ball knobs were made in a factory that made other parts with lead in them.
